why needs monel pipe root pas purging

I would like to know, Why needs purging Monel pipe root pass (TIG) process?

purging prevents the inside of the root pass from granulation also called sugaring.

Sugaring contains all kinds of flaws that can become cracks or can trap bacteria and cause corrosion.

The whole purpose of using a material as expensive as monel is to have certain properties and not purging causes some loss of those properties
