can u grindout a weld and lay a new one?

i just took my 3g structural aws cert and i was unsatisfied with my cover pass so i grinded it out cleaned it then rewelded it.

the cwi instructor said its a fail because u cant use a grinder but he cant show me where in the code book it says that. i cant find where it says u can... all i see under repair is the weld must be completely removed then rewelded. please help me.

Its not in the book but the certifying agency or engineering authority are allowed to add their own requirements to the minimum requirements in the code. They just cant go below the minimum.
