are e6013 welding rods always the same even with different manufactures

definitely not.
I recently bought some cheap ones with the name brand quickstrike that were not as good as some others I have used.
same goes for 6011 rods.
I have also seen where one brand of 7018 rod welds fine a 105 amps on vertical uphill where another brand will hardly stay lit at 105 amps.
welding rods are supposed to comply with certain chemical composition limits but are not all equal.
some are better than others and while sometimes cheap ones are just as good for the job, you often get what you pay for.
