can you weld a 3/8 lap joint with .035 wire with no weaving if i have to weave what kind of motion thanks for the help..

That would be a stretch to make a single pass weld that big with one pass unless it was using hot spray transfer mig.
It really depends on the job requirments or code requirements but in general, i would try tracing the puddle like this.
